Regen has run the Solar Commission, a project that has been set up as part of the UKERC Whole Systems Network Fund.

Innovation and falling costs are leading to solar power playing an increasing role in the energy system. The UK has considerable scientific, technical and business experience in solar power and including technology, power storage, control systems, financing, and power purchase arrangements.

The role of the Commission has been to stimulate new thinking and encourage collaboration between academics, industry and system operators on the role of solar power in the energy system. The Commission examined areas where the UK could use its scientific and technical capabilities to play a leading role in innovation and industrial strategy opportunities in solar power.

The Commission was formed of industry leaders, academics and others and the Commissioners were responsible for investigating the future role of solar power in the energy system, considering the UK’s areas of strength in research and innovation in solar.

The findings will be used to inform and influence decision makers and leading players in the UK energy system and have been published in a non technical briefing at the House of Lords on 9 July 2019. The project engaged new voices and maximise female representation through collaboration with Regen’s Entrepreneurial Women in Renewables initiative.

The latest in Regen’s distribution future energy scenarios (DFES) was launched by Scottish and Southern Networks (SSEN) at a webinar on 15 February 2019.

With 3.6 GW of distributed generation (of which 2.5 GW is renewable) already connected to their southern licence area, SSEN are looking to understand potential changes to demand on their network from the rapid changes in our electricity system.

In order to plan their networks and assess where they need to invest, all DNOs are now looking at scenarios for how demands on their networks may change at a local level. Regen is supporting this vital forward planning and has carried out DFES for all four Western Power Distribution licence areas, and UK Power Networks.

The approach of these studies is to look in detail at the local area, taking account of factors such as the energy resources, projects already in the pipeline and local planning policies. In SSEN’s southern  licence area ground-mounted solar has been the dominant decentralised generation technology.

Figure 3-3: Ground-mounted solar PV technically unconstrained areas for future projects.

Solar Resource Map (DO NOT USE)

The analysis is the first step in a process for SSEN, who are using the data to identify areas of future potential network stress. They will then be using that information to understand how constraints might be best managed or alleviated over time to support more local generation, along with increasing electrification of heat and transport.

Using the framework of National Grid’s Future Energy Scenarios (FES) 2018, the report presents a range of possible futures for the SSEN Southern licence areas electricity system up to 2032.

The four scenarios start from Community Renewables, a highly decentralised system that is on track to achieve the 80% reduction in carbon by 2050. This scenario quadruples rooftop solar installation and has around 20% of homes with heat pumps by 2032.

At the other end of the spectrum, a centralised slow growth system Steady Progression, sees continuing of the hiatus in decarbonisation along with increasing levels of air conditioning.

Figure 3-6: Total generation connections by 2032 in Community Renewables.

Top 5 Generation Map 05

Key areas within the study include an assessment of electric vehicle growth and associated capacities and types of chargers in the region. In the highest scenarios, the area could see around 2 million EVs by 2032.

3

The study also includes a detailed analysis of planned strategic sites for new domestic and commercial developments to help SSEN understand where the planned 280,000 new homes might be built and what impact they may have.

The findings of the work are spelled out in a public report and SSEN are making the data available to stakeholders such as local authorities and LEPs.

Regen, partnering with Carbon Coop and Community Energy Scotland, is working on one of the shortlisted BEIS Flexibility Markets Feasibility Study Competition funded research projects. This project is assessing the feasibility of a service which aggregates flexible loads at the household/community level, to participate in local and national flexibility markets.

Carbon Coop

Community Energy Scotland

Regen’s work within this project is to assess the current DSO led flexibility market trials and expressions of interest, as well as the technical, regulatory and policy barriers to enabling smaller participants to enter these markets.

The main aims of the wider project are:

• To develop a model to estimate the value of different kinds of potential domestic flexibility
to DSOs and the SO in different parts of the UK;

• To specify a Technical Aggregator Platform (TAP) for the system and assess the development,
material, operational and other costs for this system to function for a range of potential
flexibility assets;

• To examine the regulatory requirements and legal barriers for the provision of community
aggregator services;

• Outline a local demonstrator project that would take the results of the feasibility study
from drawing board to market.

Regen’s whole-system thinking is seeking to understand how both the electricity and gas networks will evolve, in a decentralised and decarbonised UK energy system. Building on the growth scenarios work Regen has undertaken for WPD and other DNOs, Wales and West Utilities (WWU) has commissioned Regen to develop a methodology to create regional growth scenarios to support long term demand and investment planning for the gas network.

Wales And West (cropped)

The development of this methodology uses common assumptions and approaches that Regen has developed for electricity network scenarios, but also develops an approach that will be bespoke to the gas networks. The scenarios focus on the evolution of heat demand, delivery technologies and fuels, the growth of gas fired power generation and the changing gas supply mix, including the introduction of hydrogen and injection of biomethane.

Regen is working closely with WWU to understand how this methodology could be developed to support future investment planning and the evolution of the gas distribution networks.

Regen worked with the Energy Networks Association (ENA) to create an animation to explain the Open Network Project. This national project has been identified by BEIS and Ofgem as a key energy industry initiative to drive progress towards a smart and flexible network. The project brings together nine of UK and Ireland’s electricity network operators, respected academics, NGOs and Government departments along with the energy regulator Ofgem.

This new piece of work builds on the series of animations Regen created for Western Power Distribution, showing our growing expertise in developing high quality animations to explain technical subjects, in a simple and visual way.

Scenarios development
Regen are working with Western Power Distribution (WPD), UK Power Networks (UKPN) and Scottish and Southern Electricity Networks (SSEN) to develop detailed local scenario analysis for the future development of distributed energy. The growth potential of network connected renewable energy is examined, including electricity generation technologies, storage and disruptive demand technologies. Growth potential is analysed on a local geographic basis, down to primary and secondary substation areas, up to 2032, and against National Grid’s Future Energy Scenarios.

Our reports for WPD’s licence areas are now available:

WPD has published its reports on the licence areas, Strategic network investment, based on the growth potential data we provided, which assesses options for reinforcement and provides recommendations for ‘low regret’ investment.

The electricity network has become constrained across much of the UK, which has led to high connection and network reinforcement costs being offered to developers, making projects unviable.

In March 2013 Ofgem proposed that developers apply for grid reinforcement as a consortium to reduce the cost of grid reinforcement to individual developers.

Project duration: March to November 2015

So Regen worked in partnership with Western Power Distribution (WPD) to trial a consortium approach to a gaining a grid connection in a constrained area of the network in Bridgwater, Somerset.

Regen facilitated the formation of a consortium. More than a dozen developers expressed an interest but were wittled down to three that were ready to go ahead. The consortium application was submitted to WPD by Regen in May 2015.

A grid connection offer was made to the consortium in August 2015, but was withdrawn in November 2015 due to a number of factors, which were fed back to Ofgem and WPD. Full details of learning from the trial can be found in the report below.

The energy system is changing rapidly. We have seen a radical increase in the amount of renewable generation and a growth in smart technology and services that can enable more flexibility in how we use the networks. The rapid growth in renewable energy deployment marks the start of an anticipated revolution in the way in which we generate, store and use energy.

The grid charging regime has a key role to play in encouraging the most efficient use of the networks in a way that meets government’s long term objectives of decarbonising the power system and providing energy security.

Project duration: June to September 2016

This project considers what the principles of a charging regime that supports the transition to a smart system should be, in order to contribute to the current discussions under the flexibility agenda and shorter term proposals on embedded benefits.

The final report is available here.
