The UK has set out clear ambitions for a net zero energy system. Critical to this challenge is ensuring that new generation and low carbon technology can connect to the grid quickly and easily, and at the capacity and volume needed to meet net zero.

In response to this challenge, Regen and the Electricity Storage Network (ESN) have set up a working group for members which provides an opportunity to discuss issues impacting access to the electricity grid, engaging closely with the network operators.

Topics covered by the group include:

  • Commitments on connections under RIIO-ED2
  • Ofgem’s Access and Forward-Looking Charges Review
  • Connection codes and policies for energy storage (e.g. Engineering Recommendation P28)
  • Interaction between distribution and transmission network
  • Timescales for ANM connections

Innovation is central to the ability of the networks to rise to the challenge of net zero. Regen supported Energy Networks Association in developing a strategy to ensure network innovation projects have clear goals and deliver benefits to consumers by tackling the key issues facing our energy system.

Regen was commissioned by ENA to revise and refresh the strategy to ensure that network innovation continues to be coordinated, focused on the key priorities for the energy system and delivers benefits to energy consumers.

The innovation landscape has evolved since the network innovation strategies were last published in 2020 and so have the priorities and views of energy network stakeholders. With the input and feedback of a diverse group of stakeholders, we’ve ensured that the underlying principles, themes and focus areas that guide network innovation continue to tackle our biggest challenges for 2022 and beyond. Stakeholder feedback has shaped every section of this strategy and we thank all those who were involved throughout.

The aim of the strategy is to enable stakeholders to understand the key priorities for network innovation and how to get involved. You’ll find this information, and lots more, in the strategy and you can also explore these concepts by navigating the interactive infographics below.

  • The first infographic gives you an overview of the network innovation themes and principles. When you click on a segment, a pop-up will appear summarising key information. You can also explore the innovation focus areas defined in the strategy and relevant network project case studies.

  • The second infographic is a high-level guide that maps out the key stages involved in delivering an innovation project from an initial idea to successful implementation and benefits realisation. Stakeholder engagement:

The development of the 2022 Energy Networks Innovation Strategy was underpinned by an extensive stakeholder engagement process, and we thank everyone who gave their time and thoughts to help shape the future of network innovation.

We first invited stakeholder views with the launch of an online consultation and associated webinar where we asked for feedback on the proposed updates to the principles and themes governing network innovation for 2022. We heard from 138 of you and at least 80% of you agreed with our proposed revisions to each of the innovation themes. The online consultation summary report can be read here.

We then ran two workshops in early 2022, attended by 199 stakeholders, to explore in detail the key focus areas sitting underneath the themes. These focus areas are intended to help innovators better understand how they can collaborate on network innovation projects by clearly laying out the priorities within each theme. The workshop summary report can be read here.

Within the strategy, we’ve included a high-level guide which maps out the key stages involved in delivering an innovation project from start to finish. We hope this will help the innovation community better understand how to collaborate with the networks to solve some of the biggest challenges faced by the industry.

The energy transition requires an evolution of the energy system, the markets and actors that underpin it, and the behaviour of its consumers. The future of our energy system amounts to the product of how national policy materialises as regional and local outcomes.

Since 2015, Regen has been looking extensively at potential future energy pathways at a regional and local level, through pioneering and delivering Distribution Future Energy Scenarios (DFES) assessments for electricity and gas distribution networks. The DFES approach provides high granularity scenario forecasts focused on individual geographic licence areas, projecting the trajectories of energy generation (low carbon and fossil fuel), demand and storage technologies which are expected to connect to or disconnect from the GB distribution networks, out to 2050.

Through delivering these assessments, Regen has gained insight into the regional trends of the current fuel mix of our energy supply, the constantly evolving pipeline of established, new and emerging low-carbon technologies s at both a regional and neighborhood level.

The Regional Energy Scenarios Insight Series will therefore look to highlight some of the key findings, trends and potential outcomes we are seeing across the UK, including the development of marine energy generation, the scale of the solar and battery storage pipelines, a street-level view of the uptake of EV charging and the future regional potential for bioenergy.

Tidal energy is one of the most reliable and predictable sources of renewable energy. Taken together with wave energy and floating wind, tidal energy offers the UK the opportunity to diversify its generation of renewable power both geographically and technologically, helping build system resilience. In this blog, Grace Millman, lead analyst on Regen’s 2021 Distribution Future Energy Scenarios for Western Power Distribution, examines the ebbs and flows of tidal energy over the last few years, as well as the future of tidal energy in light of the latest government announcement that tidal stream would be awarded a £20m ring-fenced minima within AR4.

In 2021, the Welsh Government commissioned Regen to produce a series of reports exploring energy generation and use in Wales, building on the analysis completed in previous years.   

Project duration: 2018 – present

Accurately tracking and communicating progress against energy targets is crucial to the delivery of net zero and in shaping effective policy and market responses.  Since 2018, Regen has supported the Welsh Government in setting out how energy is generated and used in Wales, and how it has changed over time, helping to evidence the economic, community and environmental benefits from the development of Welsh energy projects.

We analysed a variety of data sources to present an up-to-date picture of Wales’ electricity generation including the growth of renewable energy technologies in Wales, progress towards Welsh targets and the growth of local ownership since the last study concluded. The most recent study ascertained that 116 MW of renewable electricity capacity was installed in 2021, meaning there is now over 3,500 MW of renewable electricity capacity in Wales. A further 29 MW of renewable heat was also commissioned in 2021, taking the total renewable heat capacity now in operation in Wales to almost 750 MW. 

Both electricity consumption and electricity generation impact the Welsh Government’s target for 70% of Wales’ electricity consumption to be from Welsh renewable sources by 2030. 2021 saw the beginning of a return to pre-pandemic energy use, with electricity generation increasing by 20% from the previous year to meet an uptick in demand. While renewable generation increased to over 7.7 TWh in 2021, much of this growth in generation was attributable to gas-fired power stations in Wales increasing their outputs to pre-pandemic levels, meaning that Wales continued to generate the equivalent of approximately 55% of Wales’ electricity consumption from renewable sources. 2021 was also the second year in which no electricity generation from coal was exported to the grid in Wales, and the sixth year since nuclear generation in Wales reduced to zero. 

The report also includes case studies of energy projects commissioned in 2021, including the 75 MW Llanwern Farm Solar Park in Newport and Brynwhillach Solar Farm, the first solar farm in the UK to be owned by a health board. 

Energy Use In Wales

The accompanying second edition energy use report explores energy consumption in Wales across a range of spatial and temporal scales, as well as analysing changes in use by fuel. Key findings include the 9.7 TWh drop in demand for gas between 2005 and 2020, which represents a reduction of 28%, and the sharp reduction in non-domestic consumption of electricity of more than 1 TWh seen in 2020, possibly due to restrictions brought on as a result of the coronavirus pandemic (COVID-19). The report also contains case studies exploring changing energy use across the four regions of Wales, such as the £15 million net zero farming centre being developed in Denbighshire, and the district heat network under construction in Cardiff.

Between 2012 and 2016, SP Energy networks and partners implemented an Active Network Management (ANM) scheme on the Dunbar Grid Supply Point (GSP) to enable four new projects, totalling 50MW of generation, to connect to an export constrained network, and one existing 48 MW windfarm to upgrade from its previous inter-trip constrained connection to an ANM flexible connection.

Regen was commissioned by SP Energy Networks to evaluate what the impact of the ANM scheme had been on the local economy and to explore how ANM could be used to greater effect in our networks as they evolve.

The implementation of ANM at Dunbar led to some clear economic and carbon benefits including:

  • enabling total capital investment of an estimated £200m
  • the creation of 56 FTE long term jobs
  • £75k of community benefits funding per year
  • an estimated carbon saving of 98 thousand tonnes.

Project duration: July 2020 – March 2023

Across Greater Manchester, this project is looking at how the electricity needs of the GM city-region can be met through local innovations to help them achieve their target of becoming a zero-carbon emissions city region by 2038.

The Greater Manchester Local Energy Market is a 2-year project that sees Greater Manchester Combined Authority and 11 partners work together to look at how we adapt our local energy system. This includes how to accommodate shifts in supply and demand from the expected increases in electric vehicles. It’s the first project of its kind to be delivered at scale across a city-region.

The project is funded by InnovateUK (opens in a new window) and the 11 partners are:

The project will investigate ways to increase the use of smart technologies and local storage of energy to spread the increase in peak loads these changes may bring. It will also factor in the increases in our population and number of homes.

The project vision combines two key themes:

  1. A place-based approach to Local Area Energy Planning (LEAP), bringing together the demands of the energy transition with a traditional local authority-led approach to planning, enabling us all to understand where and what we need to retrofit, where to place future energy assets and to support the network operators to plan based on an informed regional position. New services and tariffs to support and enable the changes and measure identified through the Local Area Energy Planning.
  2.  The design and development of unique tools required to optimise how we use, trade and supply energy across the region in the form a new Local Energy Market (LEM).The GM LEM will support the integration of new smart technologies across heat, power and transport, capable of responding to local energy network distribution and national energy transmission.

The design for the project puts customers at the heart of our approach, incorporating commercial property clients, early adopter owner occupiers, social housing tenants and the public sector. This approach creates an understanding of customer needs and energy usage levels. Recognising the economic, environmental and societal challenges the energy transition presents, the project involves citizens, the public and private sector and seeks to protect the most vulnerable in society from the impact of rising energy bills or poor-quality homes.

The consortia has commissioned the Energy Systems Catapult to deliver the first region-wide Local Area Energy plan, encompassing all 10 districts from street level to Energy network.

KrakenFlex will support the design and integration of the new Local Energy Market.

Regen is leading on the investor relations and business plan work package, developing an investor prospectus that will setout the roadmap of the LEM from now until 2038 and how it can be achieved. We are also supporting other partners on the business models, buildings and user-centric design work packages.

Project summary
To support WPD’s strategic network investment planning, Regen has been commissioned to undertake an analysis of various ‘future energy scenarios’ for the four WPD licence areas – the South West, South Wales, East Midlands, and West Midlands. The project builds on previous years of analysis looking at the uptake and deployment of renewable and fossil fuel power generation, energy storage, low carbon heat, electric vehicles and hydrogen electrolysis, as well as analysing planned new housing and commercial developments. The analysis of different net zero scenarios, informed by detailed contextual factors and local stakeholder feedback, will help WPD to plan strategically and invest appropriately in the electricity network.

Towards net zero
This analysis takes the annual National Grid ‘Future Energy Scenarios’ and assesses the deployment of the various technologies at a granular level for each licence area, as well as looking at the specific local factors such as local plans, renewable resources, agricultural land, socio-economic factors and public transport provision. Each local and regional area in Great Britain has unique characteristics and resources, therefore each will have their own levels of deployment of renewable and low carbon technologies as the UK aims to achieve net zero carbon emissions by 2050.

Project duration: Ongoing

The Borderlands Partnership, a partnership of local authorities and stakeholders, brings together five cross-border local authorities of Carlisle, Cumbria, Dumfries and Galloway, Northumberland and Scottish Borders to promote the economic growth of the area. The partnership has contracted a consortium to develop an energy strategy for the region that will:

  • identify strategically important projects
  • support and facilitate future local area energy plans
  • and engage stakeholders in the development of the energy strategy and projects.

Regen will be modelling the region’s energy system to develop pathways towards the region achieving net zero decarbonisation. An interconnected thematic modelling approach will be taken, with domestic, commercial and industrial, transport, electricity generation, energy efficiency, and smart and flexibility sector pathways modelled and reported on. In addition, Regen will be collating spatial information on energy modelling factors, for example building energy efficiency data, energy generation projects and resource opportunities. This spatial information will support future local area energy plans.

Project lead: Jonty Haynes, senior analyst

Regen has worked alongside SSEN to undertake a high level scenario analysis of the impact of energy efficiency measures in SSEN’s Southern England and North of Scotland licence areas, expanding on the recently released 2020 edition of SSEN’s Distribution Future Energy Scenarios.

National scenarios, such as those produced by National Grid ESO and the Climate Change Committee (CCC), have a strong narrative around energy efficiency and its impact across all forms of energy consumption. There is a need to understand how these potential outcomes may look at a regional and local level, which this study aims to address. The analysis approach was necessarily high level, focusing on the impact of energy efficiency in terms of a demand reduction factor for the five major demand sources: domestic heat, domestic lighting and appliances, non-domestic heat, non-domestic lighting and appliances and industrial processes.

Headline results – very ambitious targets between 2025 and 2035

In the scenarios that achieve the UK and Scotland’s net zero targets, the majority of energy efficiency improvements were projected to occur by the early 2030s, particularly within the non-domestic sector, facilitating low carbon fuel switching and smart, flexible electricity consumption in the later 2030s and 2040s. The concentration of energy efficiency gains within a relatively short timeframe reflects the current slow uptake (also the focus on fuel poverty which tends enable latent demand), followed by a rapid sprint from 2025 to 2035 in order to meet the governments targets, and the 5th and 6th carbon budgets.

There is uncertainty over the level of demand reduction that can be achieved through energy efficiency, which is reflected in the range of scenario outcomes. The impact of energy efficiency was modelled using existing and proposed policies, current trends and abatement measures identified as commercially feasible. By 2035, the impact of energy efficiency on the current baseload electricity demand ranges from 7% to 29%, depending on the scenario.

Early demand reduction in the scenarios is driven by the non-domestic sector, with the expectation that private and public sector energy efficiency measures will be complete by the early 2030s in the net zero scenarios, as per the CCC’s Sixth Carbon Budget. Domestic heat demand, in contrast, has historically proved more difficult to reduce through energy efficiency measures, and rollout occurs mainly in the later 2020s and 2030s. Across the scenarios, the impact of energy efficiency on non-domestic energy demand by 2030 was projected to be on average 50% higher than the impact on domestic heat demand.

Local impacts and variation

The analysis was undertaken at the level of Electricity Supply Areas (ESAs), broadly primary substations. It showed that, while many aspects of energy efficiency are driven by national policy and trends, the local demand impact can vary significantly depending on the domestic, commercial and industrial building stock and demand sources present in each area.

In the Consumer Transformation scenario, in which the UK meets its energy efficiency targets such as those defined in the Clean Growth Strategy, the impact of energy efficiency on current electricity baseload reduction varied between 10% to 28% in 2035 between ESAs.

Across all scenarios, the energy efficiency reduction factor (%) on current baseload was less in city and town centres, which typically contain high proportions of office and retail buildings and better insulated dwellings, particularly flats and tenements. Conversely, rural and industry-dominated areas showed higher energy efficiency reduction factor potential, owing to typically less well insulated building stock and the higher potential for industrial buildings and processes to reduce energy demand, compared to office and retail premises. However, due to the concentration of electricity demand in urban areas, the absolute level of demand reduction is greater within urban and city areas, alongside locations with high levels of industrial demand.

Regen has been working with SP Energy Networks (SPEN) to understand the impacts of recent and proposed changes to how much we pay for our distribution and transmission network on customers, on Distribution Network Operators (DNOs) and on decarbonisation.

A detailed analysis was undertaken including modelling of network charge options and interviews with both stakeholders and SPEN’s connections team. This analysis has been summarised into a short report which can be viewed here.

The results of the analysis were presented around four key themes that were expected to have the most significant implications for both SPEN and their network customers:

  • Higher fixed charges for demand customers due to the shift from variable to flexible costs, particularly those with low capacity utilisation.
  • Locational charges and forward price signals could have significantly impacts on locational and regional aspirations for growth and decarbonisation.
  • Shallower distribution connection boundary could make it cheaper for distribution sites in constrained locations to connect to the network, particularly large sites.
  • Flexible access and connections options would be welcome, but questions remain as to how they will relate to DSO and other flexibility.

The report concludes that the proposed changes are mixed for decarbonisation and that the final impact will vary across the country and depend on how the methodologies are developed and applied.  However, it is likely that it will require all DNOs to further invest in physical assets, network monitoring as well as processes and capability to support net zero, new connections and flexibility.

Project duration: June 2017 to April 2020

Regen was one of the partners on OpenLV, a network innovation trial with Western Power Distribution (WPD) which gave communities and businesses access to local electricity substation data. The project trialled an open software platform in electricity substations that monitored substation performance and electricity demand for a local area, and hosted apps that enabled participants to access this data and explore uses for it which benefited communities and the network.

The software was installed in 80 Low Voltage (LV) distribution substations across WPD’s licence areas, and could ultimately be deployed in every LV and High Voltage (HV) substation in Great Britain.

Regen worked alongside the Centre for Sustainable Energy (CSE) to support the eight community groups involved in the trial, and evaluate how useful the local electricity data was for them. This video sets out some of the ways open access to local electricity substation data can help to support people in fuel poverty and vulnerable customers as we transition to a smarter, decarbonised network.

Regen worked alongside Scottish and Southern Electricity Networks (SSEN) to undertake the 2020 edition of their Distribution Future Energy Scenarios (DFES) analysis for both the North of Scotland (SHEPD) and Southern England (SEPD) distribution network licence areas. As part of this project, Regen also refreshed the more granular Low Carbon Technology (LCT) study that Regen developed with SSEN towards the end of 2019, producing scenario projections for EVs, electricity fuelled heating technologies and domestic rooftop solar PV capacity to secondary substation and feeder level – the equivalent of street-level forecasts.

The DFES process provides SSEN with detailed scenario projections for the increase (or reduction) in the connected capacity of energy generation, storage, and disruptive demand technologies connecting to SSEN’s distribution network out to 2050. The analysis also includes projections for new housing and the increase in commercial and industrial developments.

This work forms part of SSEN’s network planning and investment appraisal process, with Regen’s DFES projection datasets and accompanying written reports allowing network planners and forecasting teams to model and analyse different future load scenarios on SSEN’s network. The DFES has also supported SSEN to develop an evidence base and input into SSEN’s business plan submission for the upcoming RIIO-ED2 price control period, with the SSEN team engaging local councils with scenario data for their specific local authority area.

Engagement with regional and local stakeholders is a core feature of DFES analysis. Regen teamed up with SSEN and the Energy Systems Catapult to deliver a series of interactive webinars across August and September, looking at the local area energy plans and future energy scenarios in both licence areas. Regen and SSEN also held a workshop with representatives from Scottish Government in November, seeking to reflect the energy and decarbonisation policy ambitions for North Scotland (including the recently published Climate Change Plan Update) in the North of Scotland licence area analysis.

The project also initiated a data and information exchange with all of the local authorities that sit within each of SSEN’s licence areas. This process enabled Regen and SSEN to understand the location and trajectories for the development of new housing and commercial developments, as well understanding the impacts of local energy strategies, initiatives, decarbonisation targets and climate change declarations, at a local level.

For both licence areas, the results showed a significant evolution of the electricity generation capacity connecting and operating on the distribution network out to 2050. The analysis also highlighted a significant increase in the capacity of commercial and domestic battery storage, as well as some 5 million electric vehicles and 2.5 million heat pumps connecting by 2050 in some scenarios.
