Regen has been working with electricity network operators to help maintain a positive relationship with those companies that own and operate the generation assets connected to the distribution network. We work in partnership with Western Power Distribution, the leading network operator in this area, to deliver the quarterly forum.

The project creates an opportunity for the control room staff from the network operator to engage directly with generation assets owners in a constructive forum, that is based on actions and progress over time. This has improved communication and increases understanding between the parties, creating positive outcomes. An estimated 10 GW of assets connected to the distribution network is represented at the forum, with solar PV, onshore wind, hydro, energy storage, anaerobic digestion and gas peakers included.

Key areas of work have included:

  • Creation of a generator portal for owners and operators to use for site-specific outage notifications
  • Internal work by WPD internally to improve processes and outage planning to reduce the length and severity of network constraints and outages on distributed generation customers
  • Improving communication format and frequency with generators on outages and constraints
  • Investigating technical options for mitigating outage impact (e.g. new pole-mounted line isolator)
  • Estimating the lost generation (MWh) and cost implication (£) from outages.

Regen is an independent facilitator of the forum and takes responsibility for chairing, organising the agenda, writing up meeting notes, contact list management, invites to the sector, and specific project reports (e.g. lost generation).

Regen has previously worked with Western Power Distribution (WPD) and the Energy Networks Association (ENA) on a range of animations to communicate complex and technical topics in a concise and visual way – available here. In this project for Bristol Energy and Bristol City Council we delivered three animations which unpack three key topics, linking solar PV and energy storage in the home, smart metering, and the climate emergency response in Bristol.

The 2D bespoke graphics included Bristol landmarks and a Bristol Energy colour palette.

Regen created the scripts and storyboards, project managed, monitored the review process and used a trusted animator partner to deliver the animations.

Regen has worked with South Gloucestershire council to assess the carbon emissions from the area, to aid their next steps following a declaration of a climate emergency.

Local authorities, government and community groups have responded to the climate crisis by declaring a climate emergency. Regen’s work in this area has been to provide evidence and datasets, as well as communications materials, so that communities and local government can act and set policy in a targeted way.

As well as the total current emissions for the area, Regen also assessed the emissions from the council specifically, and the potential pathways to net zero emissions for the area. For this, we analysed the energy efficiency measures and current heating technologies installed in domestic and non-domestic properties across the district, the renewable energy generation installed and potential for further renewable energy development. A database of emissions and various communications-materials were produced, to help the council plan their pathway to net zero and to communicate the scale of the challenge across all sectors to stakeholders.

Key highlights:

• Carbon emissions have reduced in some areas, but others – like transport, and heat – remain stable

Total carbon emissions have fallen since 2005, with a reduction in industrial emissions, and emissions from electricity consumption. However, emissions from transport and heating have remained relatively stable. The three sectors emitting carbon emissions from energy use are similar in volume of emissions: the domestic, non-domestic, and transport sectors.

• Emissions reductions – and any net zero scenario – is dependent on both local actions and national policy

Development of whole-house retrofit programmes, contracts for the treatment of waste,  coordination and engagement with key private sector stakeholders, and public transport planning are all low-carbon levers which are impacted locally, however decarbonisation of the electricity supply, national planning policy for renewable energy, and funding for local authority actions are all controlled at a national level.

• Domestic heating is a large challenge area, but one with solutions readily available

Around 100,000 homes in South Gloucestershire will need low-carbon heating installed to achieve net-zero, as well 1,000s of non-domestic properties. Energy efficiency improvements are critical in this transition, and will need innovative programmes as well as local decision-making and stakeholder engagement. Energy efficiency improvements reduce the scale of the challenge of decarbonisation, as well as potentially reducing energy bills and improving wellbeing standards.

The resulting database allows South Gloucestershire Council to tailor policy towards critical areas, and begin to map out the pathway to net zero.

 

Climate emergency: The key areas of decarbonisation include: Zero carbon buildings, Low-carbon heating, Renewable electricity, a transport revolution - not just electric cars, but fewer car journeys.

As well as the database of emissions and the above summary poster, Regen also produced summary infographics on renewable energy, the built environment, and land-use and land-use change.

Regen worked with Energy Networks Association and the energy network companies to update the strategies that guide network innovation.

Innovation in our energy networks plays a key role in the transformation of the energy system. Electricity and gas networks are working in partnership with innovators, businesses and local communities to invest in trialling new technologies and business models. Funding mechanisms, including the Network Innovation Allowance and Network Innovation Competition, are enabling an extensive portfolio of projects that are changing how our energy system works and delivering billions of pounds worth of benefits to customers.

We helped shape the underlying principles, innovation themes and focus areas of these important strategies and ran an extensive stakeholder engagement process to make sure we reflected the views of the wider industry.

Project duration: January to February 2019

Regen worked with the Energy Systems Catapult (ESC) to explore the potential benefits for community energy organisations of engaging with the Catapult’s Local Area Energy Planning (LAEP) process, as well as the benefits that their engagement would bring to the process.  The output was a report for the ESC to inform the development of the LAEP process going forwards.

The LAEP process is a concept that has been developed by the ESC.  It aims to create a transparent and evidence-based open dialogue to enable stakeholders, facilitated by local government, to more robustly interrogate different future local energy scenarios and to develop local whole system plans to support cost-effective options for decarbonisation.

To support the roll-out of the LAEP process, the ESC commissioned Jodie Giles, Regen’s community energy expert, and Hazel Williams, Regen’s planning expert, to:

  • Identify the potential benefits for community energy organisations of engaging with LAEP development and delivery.
  • Identify the potential benefits for a LAEP process when community energy organisations are engaged.

Based on interviews with community energy organisations and local authorities, Regen uncovered the following key findings:

There are potential economic, social and environmental benefits for communities

By engaging with a LAEP, communities would be able to understand what parts of the future energy system they could benefit from, for example through asset ownership, the revenue it generates, reduced energy costs, and a boost to local employment and growth.

Whilst the environmental benefits are plain to see – lower carbon emissions – perhaps less so are the social benefits. Engagement in a significant long-term project, such as development of new renewable energy generation, involves local people in a range of activities, improving skills and confidence.

By making collective decisions about the use and distribution of income, local communities also develop greater self-determination through the direct control of local resources.

It will help ensure community groups are ‘transition savvy’

The interviewees believed LAEP would help community energy groups find their place in the new, low carbon energy system, and help them decide which are the best projects for them to focus on. The whole system perspective of LAEP (i.e. to consider how change to one part of the system affect the whole) would help broaden their knowledge and perspective.

The process could also provide evidence to inform grassroots action, for example on decarbonisation and addressing climate change.

It could encourage buy-in from residents

High quality, broad engagement was considered vital to encourage buy-in for any plan from local people and could help address the common criticism that top-down plans often fail to account for local circumstances.

Community energy organisations have close relationships with many stakeholders including consumers, private and social landlords, and investors. As a trusted local organisation with a history of local engagement, they could facilitate positive engagement with the wider local community.

Overall, community energy representatives were overwhelmingly positive about local area energy planning. Done well, the interviewees believed it would probably add confidence to community energy plans and support inward public and private investment from landowners, funders and investors.

Community energy organisations are important local energy system actors and agents of change

Community energy organisations are ambitious in what they’re trying to achieve and fully on-board with the drive to eliminate carbon emissions from the energy system.

These characteristics, combined with their knowledge of the local energy system, make them key players in ensuring that the local energy planning process maximises the benefits it could bring to the public.

Looking to the future for Local Area Energy Planning

The ESC is working with Ofgem and Government to test the potential of rolling out such an approach more widely. The LAEP concept is referenced in recent RIIO-2 Business Plan guidance.

Project duration: 2013 – ongoing

In 2013, the Welsh Government commissioned Regen to design a survey process and undertake an assessment of the number of renewable energy installations in Wales.  We used our data analysis expertise gained from over 10 years of producing our south west Progress Report, to create a process for gathering the necessary information in Wales and supplied the Welsh Government with a database detailing individual projects across the country.

For 2015, 2016, 2017 and 2018 we have been repeating the study, adding analysis of local ownership of renewable energy projects, trends of fossil fuel electricity generation, and progress towards Wales’ renewable energy targets. The study analyses how the energy generation capacity in Wales has changed over time, in order to support the development of their energy policy, helping to evidence the economic, community and environmental benefits from the development of Welsh energy projects.

Progress In Wales

In the latest study for 2018, it has been found that Wales has reached the milestone of 50% of its electricity consumption being generated by renewable electricity. This has risen from 19% in 2014 and is well on the way to meeting the 70% target in 2030.

Project duration: July 2017 to September 2019

Regen’s whole-system thinking is seeking to understand how both the electricity and gas networks will evolve, in a decentralised and decarbonised UK energy system. Building on the growth scenarios work Regen has undertaken for WPD and other DNOs, Wales and West Utilities (WWU) commissioned Regen to develop a methodology to create regional growth scenarios to support long term demand and investment planning for the gas network.

 

The development of this methodology used common assumptions and approaches that Regen developed for electricity network scenarios, but also developed an approach that was bespoke for sources of demand and supply connected to gas distribution networks. The scenarios focus on the evolution of heat demand, delivery technologies and fuels, the growth of gas fired power generation and the changing gas supply mix, including the introduction of hydrogen and injection of biomethane.

WWU used the outputs of this assessment of their network, to inform their business plan submission to Ofgem in 2019.

Regen is supporting the Bristol City Council Energy Service on its heat network delivery, by providing project management support, funded by the Heat Networks Delivery Unit (HNDU).

Heat networks (also known as district heat) are networks of underground pipes that carry hot water and supply heat from a central source to consumers. The central heat source is known as an energy centre and many solutions can be used to generate heat. Across Bristol, networks are being designed to be low carbon.

Since July 2019, Regen has been embedded in the energy infrastructure team, providing sector knowledge and project management expertise. We are responsible for managing and critiquing feasibility studies, engaging with internal and external stakeholders and ensuring the successful delivery of projects with a view to increasing the build-out of low carbon heat networks across Bristol, in line with the Council’s declaration of  Net Zero by 2030.

The Isle of Lewis in the Outer Hebrides experiences many problems with its electricity network that are typical of such remote areas. The electricity connection to the mainland is at peak capacity, meaning further development of the island’s prolific renewable energy resources is difficult. Furthermore, the existing wind farms on the island are constrained and back-up diesel generators are required when there are outages which affect the connection to the mainland.

Regen was a partner, with Cenex and E-Car, on an innovative study led by Zero Carbon Marine, co-funded by OLEV and BEIS in partnership with Innovate UK, that will used the Isle of Lewis as a living laboratory. The study will assessed the potential for the Isle of Lewis to decarbonise its power and transport markets through the use of smart charging and Vehicle to Grid (V2G) technology. The ultimate aim is to deploy V2G technology to make the island’s electricity infrastructure more robust and self-sufficient and maximise the export of zero carbon power through the interconnector to the mainland.

The BESST (Bristol Energy Smart System Transformation) project designed a customer focused way to deploy smart energy and digital technology at scale. It aimed to reduce energy system costs and deliver a radically new customer experience for local energy consumers and businesses. The project was funded by Innovate UK.

We worked with a multi-disciplinary consortium to integrate existing technology and commercial offerings to reach a tipping point and unleash mainstream adoption of local energy system offerings. Our partners were Bristol Energy, Upside Energy, Bristol City Council, Bristol Energy Network, Bristol Community Transport and SeverNet.Capture

The project aimed to create a cluster of smart homes and businesses across four wards in west Bristol, including the Avonmouth and Severnside enterprise area.

Digitally integrated within a flexibility and smart city platform, these energy consumers would be empowered to take advantage of a number of new and innovative energy service propositions, such as new smart and local generation tariffs, ‘Energy as a Service’ models, energy management and optimisation and, in the future, energy peer-to-peer trading and local energy markets.

The focus of the design phase was on engaging with both customers and new smart energy supply chain actors to validate the value propositions and confirm the technical, commercial and regulatory architecture. The goal was that, by the end of phase one, the solutions could be rolled out and form an integral part of the wider Bristol City Leap programme, which is seeking over £875 million of public/private investment to transform the energy landscape of the city.

Throughout 2020, Regen will be publishing a series of thought provoking papers looking at the challenges and solutions that would deliver the transformations needed to counter climate change. Regen is looking to partner with leading organisations that are willing to sponsor or co-sponsor individual papers or indeed the whole series.

The progress made to decarbonise the UK power sector since 2010 is a great example of how the alignment of government policy, investment and industry can deliver new renewable energy solutions at scale. Important steps have been taken but, in truth, we are still walking in the foothills of energy transformation. The biggest challenges to achieve full decarbonisation across all energy vectors – power, heat and transport – have yet to be met and if anything, progress has begun to falter over the past three years.

Faced with the need to achieve both rapid and dramatic change, the energy industry is being asked to rise to the decarbonisation challenge. The big question is whether the industry will be able to do this? And if so, what new technologies, policies and business models will be required to enable radical change?

So far Regen has identified five potential papers that we would like to develop:

Regen has run the Solar Commission, a project that has been set up as part of the UKERC Whole Systems Network Fund.

Innovation and falling costs are leading to solar power playing an increasing role in the energy system. The UK has considerable scientific, technical and business experience in solar power and including technology, power storage, control systems, financing, and power purchase arrangements.

The role of the Commission has been to stimulate new thinking and encourage collaboration between academics, industry and system operators on the role of solar power in the energy system. The Commission examined areas where the UK could use its scientific and technical capabilities to play a leading role in innovation and industrial strategy opportunities in solar power.

The Commission was formed of industry leaders, academics and others and the Commissioners were responsible for investigating the future role of solar power in the energy system, considering the UK’s areas of strength in research and innovation in solar.

The findings will be used to inform and influence decision makers and leading players in the UK energy system and have been published in a non technical briefing at the House of Lords on 9 July 2019. The project engaged new voices and maximise female representation through collaboration with Regen’s Entrepreneurial Women in Renewables initiative.
