Project duration: 2013 – ongoing

In 2013, the Welsh Government commissioned Regen to design a survey process and undertake an assessment of the number of renewable energy installations in Wales.  We used our data analysis expertise gained from over 10 years of producing our south west Progress Report, to create a process for gathering the necessary information in Wales and supplied the Welsh Government with a database detailing individual projects across the country.

For 2015, 2016, 2017 and 2018 we have been repeating the study, adding analysis of local ownership of renewable energy projects, trends of fossil fuel electricity generation, and progress towards Wales’ renewable energy targets. The study analyses how the energy generation capacity in Wales has changed over time, in order to support the development of their energy policy, helping to evidence the economic, community and environmental benefits from the development of Welsh energy projects.

In the latest study for 2018, it has been found that Wales has reached the milestone of 50% of its electricity consumption being generated by renewable electricity. This has risen from 19% in 2014 and is well on the way to meeting the 70% target in 2030.

Project duration: July 2017 to September 2019

Regen’s whole-system thinking is seeking to understand how both the electricity and gas networks will evolve, in a decentralised and decarbonised UK energy system. Building on the growth scenarios work Regen has undertaken for WPD and other DNOs, Wales and West Utilities (WWU) commissioned Regen to develop a methodology to create regional growth scenarios to support long term demand and investment planning for the gas network.

 

The development of this methodology used common assumptions and approaches that Regen developed for electricity network scenarios, but also developed an approach that was bespoke for sources of demand and supply connected to gas distribution networks. The scenarios focus on the evolution of heat demand, delivery technologies and fuels, the growth of gas fired power generation and the changing gas supply mix, including the introduction of hydrogen and injection of biomethane.

WWU used the outputs of this assessment of their network, to inform their business plan submission to Ofgem in 2019.

Regen is supporting the Bristol City Council Energy Service on its heat network delivery, by providing project management support, funded by the Heat Networks Delivery Unit (HNDU).

Heat networks (also known as district heat) are networks of underground pipes that carry hot water and supply heat from a central source to consumers. The central heat source is known as an energy centre and many solutions can be used to generate heat. Across Bristol, networks are being designed to be low carbon.

Since July 2019, Regen has been embedded in the energy infrastructure team, providing sector knowledge and project management expertise. We are responsible for managing and critiquing feasibility studies, engaging with internal and external stakeholders and ensuring the successful delivery of projects with a view to increasing the build-out of low carbon heat networks across Bristol, in line with the Council’s declaration of  Net Zero by 2030.

Project duration: March 2018 – March 2019

The Isle of Lewis in the Outer Hebrides experiences many problems with its electricity network that are typical of such remote areas. The electricity connection to the mainland is at peak capacity, meaning further development of the island’s prolific renewable energy resources is difficult. Furthermore, the existing wind farms on the island are constrained and back-up diesel generators are required when there are outages which affect the connection to the mainland.

Regen was a partner, with Cenex and E-Car, on an innovative study led by Zero Carbon Marine, co-funded by OLEV and BEIS in partnership with Innovate UK, that will used the Isle of Lewis as a living laboratory. The study will assessed the potential for the Isle of Lewis to decarbonise its power and transport markets through the use of smart charging and Vehicle to Grid (V2G) technology. The ultimate aim is to deploy V2G technology to make the island’s electricity infrastructure more robust and self-sufficient and maximise the export of zero carbon power through the interconnector to the mainland.

Project duration: February 2019 to August 2019

The BESST (Bristol Energy Smart System Transformation) project designed a customer focused way to deploy smart energy and digital technology at scale. It aimed to reduce energy system costs and deliver a radically new customer experience for local energy consumers and businesses. The project was funded by Innovate UK.

We worked with a multi-disciplinary consortium to integrate existing technology and commercial offerings to reach a tipping point and unleash mainstream adoption of local energy system offerings. Our partners were Bristol Energy, Upside Energy, Bristol City Council, Bristol Energy Network, Bristol Community Transport and SeverNet.Capture

The project aimed to create a cluster of smart homes and businesses across four wards in west Bristol, including the Avonmouth and Severnside enterprise area.

Digitally integrated within a flexibility and smart city platform, these energy consumers would be empowered to take advantage of a number of new and innovative energy service propositions, such as new smart and local generation tariffs, ‘Energy as a Service’ models, energy management and optimisation and, in the future, energy peer-to-peer trading and local energy markets.

The focus of the design phase was on engaging with both customers and new smart energy supply chain actors to validate the value propositions and confirm the technical, commercial and regulatory architecture. The goal was that, by the end of phase one, the solutions could be rolled out and form an integral part of the wider Bristol City Leap programme, which is seeking over £875 million of public/private investment to transform the energy landscape of the city.

Throughout 2020, Regen will be publishing a series of thought provoking papers looking at the challenges and solutions that would deliver the transformations needed to counter climate change. Regen is looking to partner with leading organisations that are willing to sponsor or co-sponsor individual papers or indeed the whole series.

The progress made to decarbonise the UK power sector since 2010 is a great example of how the alignment of government policy, investment and industry can deliver new renewable energy solutions at scale. Important steps have been taken but, in truth, we are still walking in the foothills of energy transformation. The biggest challenges to achieve full decarbonisation across all energy vectors – power, heat and transport – have yet to be met and if anything, progress has begun to falter over the past three years.

Faced with the need to achieve both rapid and dramatic change, the energy industry is being asked to rise to the decarbonisation challenge. The big question is whether the industry will be able to do this? And if so, what new technologies, policies and business models will be required to enable radical change?

So far Regen has identified five potential papers that we would like to develop:

Regen has run the Solar Commission, a project that has been set up as part of the UKERC Whole Systems Network Fund.

Innovation and falling costs are leading to solar power playing an increasing role in the energy system. The UK has considerable scientific, technical and business experience in solar power and including technology, power storage, control systems, financing, and power purchase arrangements.

The role of the Commission has been to stimulate new thinking and encourage collaboration between academics, industry and system operators on the role of solar power in the energy system. The Commission examined areas where the UK could use its scientific and technical capabilities to play a leading role in innovation and industrial strategy opportunities in solar power.

The Commission was formed of industry leaders, academics and others and the Commissioners were responsible for investigating the future role of solar power in the energy system, considering the UK’s areas of strength in research and innovation in solar.

The findings will be used to inform and influence decision makers and leading players in the UK energy system and have been published in a non technical briefing at the House of Lords on 9 July 2019. The project engaged new voices and maximise female representation through collaboration with Regen’s Entrepreneurial Women in Renewables initiative.

As part of our distribution future energy scenarios (DFES) work, Regen have created Future Electricity Scenarios for Scottish and Southern Electricity Networks (SSEN).

With 3.6 GW of distributed generation (of which 2.5 GW is renewable) already connected to their southern licence area, SSEN need to understand potential changes to demand on their network from the rapid changes in our electricity system.

In order to plan their networks and assess where they need to invest, all DNOs are now looking at scenarios for how demands on their networks may change at a local level. Regen is supporting this vital forward planning and has carried out DFES for all four Western Power Distribution licence areas, and UK Power Networks.

The approach of these studies is to look in detail at the local area, taking account of factors such as the energy resources, projects already in the pipeline and local planning policies. In SSEN’s southern  licence area ground-mounted solar has been the dominant decentralised generation technology.

The analysis is the first step in a process for SSEN, who are using the data to identify areas of future potential network stress. They will then be using that information to understand how constraints might be best managed or alleviated over time to support more local generation, along with increasing electrification of heat and transport.

Using the framework of National Grid’s Future Energy Scenarios (FES) 2018, the report presents a range of possible futures for the SSEN Southern licence areas electricity system up to 2032.

The four scenarios start from Community Renewables, a highly decentralised system that is on track to achieve the 80% reduction in carbon by 2050. This scenario quadruples rooftop solar installation and has around 20% of homes with heat pumps by 2032.

At the other end of the spectrum, a centralised slow growth system Steady Progression, sees continuing of the hiatus in decarbonisation along with increasing levels of air conditioning.

Key areas within the study include an assessment of electric vehicle growth and associated capacities and types of chargers in the region. In the highest scenarios, the area could see around 2 million EVs by 2032.

The study also includes a detailed analysis of planned strategic sites for new domestic and commercial developments to help SSEN understand where the planned 280,000 new homes might be built and what impact they may have.

The findings of the work are spelled out in a public report and SSEN are making the data available to stakeholders such as local authorities and LEPs.

The project was launched by Scottish and Southern Networks (SSEN) at a webinar on 15 February 2019.

The UK’s energy system is undergoing seismic changes. The old structure of large, strategically placed power stations and an electricity network that simply delivers power to customers is gone. The landscape is one of shifting demand, greater decentralisation and commitments to reduce or eliminate the dirtiest forms of electricity generation.

Power to Participate was a year long project aimed at addressing the barriers faced by community energy organisations when exploring new markets such as the provision flexibility services. The project was funded by Friends Provident Foundation.

Communities have been playing a pivotal role in this transition to a new system, proving that ideas, innovation and investment can and perhaps should come from the customers that end up using the power.

But community energy as a movement risks being left behind. The rapid changes in technology that impact how the UK’s energy system operates and is balanced are forcing a rewrite of the policies and regulations that govern it. Unless communities can articulate the value of the role they can play in the new world, they may not be able to play at all.

Regen was awarded funding from the Friends Provident Foundation to work with community energy groups and distribution network operators to understand why engagement with new flexibility opportunities has been so low and how it could be improved.

Community energy organisations are widely expected to play a significant role in our future energy system.

Throughout the last decade, community groups have helped decarbonise and decentralise the electricity system, bringing investment and engagement from their local areas. But the system is experiencing rapid change.

Parts of the electricity network are now seeing constraints, preventing the connection of more low carbon generation and struggling to cope with shifting patterns of demand as numbers of heat pumps and electric vehicles grows. To combat these constraints, all the UK’s Distribution System Operators (DSOs) are buying ‘flexibility services’: i.e. the ability for generators or large demand customers to turn their asset up or down if needed. It was widely anticipated that community energy organisations, hungry for new opportunities after the reduction in Feed in Tariff, would eagerly participate in these competitions for flex and potentially go on to explore opportunities at the system balancing level.

However, few community energy organisations are in a position to participate in these flexibility markets, let alone national balancing markets such as those run by National Grid ESO.

Throughout 2018 and 2019, Regen has engaged with community energy organisations, Ofgem, government and the Distribution System Operators (DSOs) to understand why communities are not participating in the emergent flexibility markets.

We brought together these key stakeholders at a ‘Hackathon’ style event in November 2018 and established some key barriers to participation and how they should be addressed. This has resulted in a report or specification that outlines 13 steps that must be taken to ‘level the playing field’ and enable participation from a wider supply chain.

Regen has worked with Western Power Distribution (WPD) and the Energy Networks Association (ENA) on a range of animations to communicate complex and technical topics in a concise and visual way. We are leading the sector in the delivery of animations as communication tools to explain the challenges ahead for the energy networks. Explaining how key technologies such as electricity storage and electric vehicles are due to revolutionise the energy system and provide new opportunities. As well as how key projects such as the Open Networks project will help with the evolution of our energy networks. See some examples below.

Project duration: July 2018 – November 2018

Regen supported Western Power Distribution (WPD) to engage communities in the transition from Distribution Network Operator (DNO) to Distribution System Operator (DSO) and clarify what this means for local energy stakeholders. The consultation paper outlined the key elements of the DSO transition, the main opportunities for communities, and explained new flexibility services. The questionnaire asked communities how they want to be involved in our future electricity network and what support they need, especially around new services being procured by DNOs such as flexibility. Alongside the consultation Regen and WPD delivered 8 community engagement events in 2018.

The aim of the consultation was to:

  • support community energy organisations to develop knowledge about our changing energy system and encourage informed participation
  • find out what communities think and what their future energy plans are, and use this information to inform WPD’s ongoing engagement and capacity building support for community and local energy stakeholders
  • ensure WPD’s vision for DSO is aligned with the needs of customers and stakeholders

There were 49 responses to this consultation demonstrating significant interest from a sector that has to date found it difficult to engage in the complexity of the energy transition. The key to obtaining a strong response was providing a detailed supporting document and using Regen’s strong community energy network to encourage responses. The results and feedback were analysed by Regen and reviewed by WPD, who produced a final report including a list of actions based around:

  • Continued engagement
  • Enhanced information (including data)
  • Minimal thresholds for participation
  • Coordination with wider industry
  • Reviewing contracts

Cornwall Council is at the forefront of the energy transition and is now looking at innovative approaches to further develop its energy portfolio and to help facilitate economic growth.  On behalf of Cornwall Council, Regen is supporting the development of an energy storage solution at the Aerohub site in Newquay, Cornwall (UK). This location offers several opportunities and options for the development of innovative storage solutions, co-located with solar PV generation and demand customers at the Aerohub. An initial high-level feasibility study showed that there was value from increasing onsite usage of renewable generation and avoiding
peak prices. However, it also showed that additional revenue and/or cost reduction would be needed to enable a viable business in the current market. Following this Cornwall Council was interested in investigating the technical options available in more detail. 

Regen drafted and circulated the prospectus and expression of interest, that outlined an exciting opportunity to work with an innovative Council to develop an energy storage system.

We received an excellent response from the sector by using our knowledge of active companies and existing contact lists. A solar power portal article helped publicise the project to a wider sector audience and a number of companies asked for further information during the process, which was provided if available and approved. We received interest from a total of 23 companies.

Following the prospectus and EoI, further modelling work was undertaken to identify the viability of energy storage at the Aerohub site in August 2019. To accurately assess potential savings, the model uses the latest electricity tariffs alongside half-hourly historical generation and grid import/export data (2018/19) from Kernow Solar park and Newquay Aerohub respectively. The modelling looked at a lithium-ion and redox flow battery options.  

We are continuing to work in partnership with Cornwall Council to confirm suitable next steps and the process for developing the potential energy storage project at the site in question.
