Case study: Mobilising the Welsh Culture Sector for Climate and Nature Action

Overview
In 2023–2024, Regen partnered with the Welsh Government and the Welsh Government Energy Service to explore the role of the culture sector in tackling the climate and nature emergencies. The project aimed to understand how the sector could lead by example, adapt its practices, and inspire wider public engagement. The resulting reports are now shaping future policy and investment in the sector.

Approach
Regen delivered in-depth research through:

  • A bilingual online survey completed by 61 organisations across arts, heritage, libraries, and archives
  • A series of focus groups held across Wales with sector stakeholders
  • A detailed building stock analysis in collaboration with the Energy Saving Trust
  • The development of 10 case studies showcasing climate action already underway
  • Ongoing engagement with a steering group of Welsh Government representatives and sector leaders

This work culminated in two landmark publications:

  1. Culture Sector in Wales: Climate and Nature Action Case Study Report

Impact
The reports identified:

  • Over £100 million investment needed to decarbonise buildings
  • Untapped potential for rooftop solar (4 MW) and energy efficiency upgrades
  • Strong appetite within the sector to collaborate and lead on climate and nature goals
  • Barriers including lack of skills, support, and funding

The final report proposed five principles for action and ten clear recommendations. Welsh Government is now using this work to inform policy development and programme design for the culture sector’s journey to net zero.

Legacy and Next Steps
The reports have received national attention and are being used to inform decisions across government and the sector. Regen is exploring how its arts and culture programme can further support this agenda in Wales, developing cross-sector collaborations to embed creative engagement in energy and climate initiatives.
