A Force for Fairness: Embedding a just transition in local authorities

Without deliberate action, net zero risks widening existing inequalities – excluding low-income families from new technologies, concentrating costs on those least able to afford them, and overlooking communities who have already borne the brunt of deindustrialisation and the cost-of-living crisis. With the right approach, however, it can improve lives through warmer homes, lower bills, cleaner air, better jobs and stronger local economies.

Local authorities have a critical role to play in enabling the just transition. They understand the needs of their communities and hold statutory powers over planning, housing, transport, environmental protection and public health. However, it is not always clear what this action can or should look like.

Our new guide, A Force for Fairness, sets out how those existing local authority functions can be leveraged to ensure that net zero action can support a just transition. Delivered for Innovate UK’s Net Zero Living Programme, it moves beyond theory to provide a practical framework for action, grounded in case studies from across the UK.

A practical framework for councils

Drawing on examples of where local authorities are already supporting a just transition, the guide is structured around four themes where councils have real leverage:

  • Plans, strategies and outcomes. Embedding just transition processes and outcomes within plans and strategies, grounded in inclusive engagement and measurable outcomes.
  • Networks and partnerships. Convening businesses, community groups, charities and anchor institutions to co-create and deliver shared ambitions.
  • Planning and procurement. Using core statutory functions to drive social value, community wealth building and fairer outcomes as business-as-usual.
  • Investment and delivery. Aligning public and private finance with local priorities and ensuring investment maximises social and economic value.

Across each theme, the guide sets out tangible actions that councils can take – from developing local just transition indicators and updating procurement criteria to supporting community and local energy projects.

A call to policymakers

Local authorities are already delivering net zero in challenging financial and political conditions, but they cannot do it alone. National and devolved policymakers must:

  • Provide long-term, flexible funding
  • Enable local procurement and planning reform
  • Support community and local ownership
  • Align finance with just transition outcomes.

A just transition is possible, but requires bold action across sectors. To maintain public support for climate action, policymakers and local authorities must use all levers at their disposal.
