Community energy organisations are uniquely placed to accelerate the energy transition by delivering locally owned renewable projects that build public support, retain value in communities and contribute to national net zero goals. However, navigating the planning system remains one of the most complex barriers to project delivery.
NGED’s Community Energy Planning Guidance outlines how community energy groups can position their projects for success, from identifying suitable sites and engaging stakeholders early, to preparing robust planning applications supported by appropriate technical and environmental evidence. It also emphasises the critical role of community engagement in building trust and ensuring projects deliver meaningful local benefit.
Importantly, the guide situates community energy within the wider strategic context. As new spatial energy plans, Local Area Energy Plans and land use frameworks begin to shape where infrastructure is built, community organisations have a growing opportunity to play a central role in delivering locally appropriate, locally supported renewable capacity.
This guidance includes sections on:
- Planning application readiness checklist. A useful tool to ensure communities are prepared and can maximise the chances of a successful planning application
- A basic overview of how the planning system works. This answers questions like: Who makes the decisions, and when? What is a permitted development? What happens at a planning committee?
- Developing your planning application. A step-by-step guide on how to prepare an application from start to finish
- How to engage with the wider community and overcome opposition. A practical guide on bringing local people along and minimising community pushback to the proposal.
- The role of community benefits. An overview of community benefits, when they are required and best practice.
- How to respond to other planning applications. A guide on ensuring projects from other developers are aligned with your community goals, bring net benefit, and adhere to community engagement best practices.
