Andrew Barry

Principal analyst - energy markets

Andrew leads our work on energy markets, with a particular focus on policy changes from the government’s ongoing delivery of Reformed National Pricing. He also brings significant experience relating to strategic energy planning, having led projects for local authorities and distribution networks, authored thought leadership papers relating to local area energy planning and RESP, and contributed to the NIC’s 2024 study on future distribution network investment.

He specialises in bridging the gap between market design and system planning, recognising that efficient, investable markets and credible, spatially grounded plans are mutually dependent. His work focuses on how these two domains must evolve together to enable a coordinated, cost-effective transition to a net zero energy system.

He joined Regen from ERM in 2024, where he led decarbonisation-focused projects across the power sector, energy networks and built environment. He was responsible for delivering multiple Distribution Future Energy Scenarios (DFES) projects for UK DNOs, developing a strong analytical understanding of decarbonisation across technologies and sectors, including heat, transport, renewable generation and hydrogen.
