Our response to NESO’s consultation on the CSNP draft methodology

The CSNP has the potential to be a vital piece of the puzzle in delivering a whole-system approach to network planning, but for it to succeed, it must engage more directly with local and distribution-level challenges. There’s a clear need to build stronger links between the CSNP and existing local and regional planning processes, including the work already happening through the Regional Energy Strategic Plans (RESPs) and Distribution Future Energy Scenarios (DFES).

Our response identifies critical areas for improvement, including a clear prioritisation of outcomes that unlock generation capacity, alleviate constraints and reduce outages.

Key recommendations

  • Integrate with distribution network planning The overall CSNP methodology must consider the necessary interactions with distribution network planning processes already being explored in the RESPs and Strategic Spatial Energy Plan (SSEP).
  • Embed RESP governance structures Local accountability and regional insight must inform national planning. We recommend that NESO formally incorporates RESP governance, either through shared advisory group membership or clearly defined data-sharing arrangements.
  • Plan for gas network shrinkage As more households and businesses electrify, gas network usage will fall. The CSNP must ensure remaining customers aren’t left facing rising costs or stranded assets.
  • Stay flexible on hydrogen infrastructure With hydrogen’s future still uncertain, planning must avoid assumptions about a single national network. Instead, it should remain responsive to policy decisions and focus on the needs of industrial clusters.

Regen remains closely engaged with the implementation of both the tRESP and enduring RESP processes and outputs that NESO are progressing. We’ll continue to engage with NESO, Ofgem and the government to shape a planning framework that’s fit for the future, aligned with existing processes and focused on outcomes.
