Project duration: December 2016 – April 2018

Peer Power set out to inspire the setup of new community energy groups in Dorset, and to support groups in Devon and Dorset to achieve their energy ambitions through local peer networks.

The programme included feasts, site visits, training and events to inspire and support groups to develop their projects and learn from each other.

The Devon Community Energy Network is firmly established and has activities programmed for the next two years, including the set up of a new Devon Community Energy Company to work on large scale collaborative energy projects in the county.  You can read more about the work of these organisations in the Devon Community Energy Impact Report.

Sustainable Dorset are supporting the continuation of Peer Power in Dorset and Wessex Community Energy Network has been established inspired and supported by Peer Power. Networking in Dorset was more challenging and you can read about the barriers in our blog.

During this project Regen delivered:

  • 21 events with 779 participants in Devon and Dorset
  • 2 residential Spring Gatherings in Devon
  • 178 hours of direct technical support to community energy organisations
  • 31 community energy updates, (10 email updates between Nov-Apr 2018)
  • £650 of travel bursaries to enable community groups to participate in national conferences
  • free spaces for community women at EWIRE events.

Building local economic resilience through democratic local energy models

Project duration: May 2016 to December 2017

Changes in government policy have made it much more challenging for community energy groups to deliver projects.

We engaged extensively with our community energy network following policy changes in 2015. Despite the challenging policy environment, our experience was that, far from giving up, community groups were even more determined to innovate and find new ways to deliver their energy projects to address climate change, social and economic concerns.

We received a grant from the Friends Provident Foundation to support three community groups to develop new business models in community heat, energy storage and local supply.

Working in partnership with Forum for the Future10:10 and Community Energy England, we reviewed UK and international local energy models. We invited community energy organisations across the UK to come forward with ideas, and selected three front runner post-FIT projects, working with these groups intensively to explore the viability and develop replicable business models.

The models explored in depth were:

The project aimed to generate as much learning as possible, and to share it with community energy groups, policy makers, regulators and other stakeholders nationally. Specifically, the project produced:

  • A white paper that identifies key barriers to front runner models being replicated, and recommendations to overcome them
  • A summary report for the learning from PEC, EEG and SELCE
  • A spreadsheet based ‘Ready Reckoner’ tool that illustrates how battery storage could impact onsite generation consumption and its viability

Department of Energy and Climate Change (DECC) commissioned Regen to produce two sets of best practice guidance for onshore wind developments: on community engagement and on community benefits.

The guidance draws on Regen’s extensive expertise in this space from our communities programme and our arts and energy programme.

Project duration: Jan 2014 to March 2014

Good community engagement can help to make developments locally appropriate and provide the foundations of positive long term relationships between the host community and those involved in the development. The guidance illustrates the benefits of creative engagement and how techniques can be used to achieve wider participation at each phase of a project’s life.  It highlights some exemplary practice from those working in renewable energy, including our very own Communities for Renewables CIC and South West Water.

Community Benefits from Onshore Wind Developments: Best Practice Guidance for England

DECC commissioned Regen to set out best practice regarding how community benefit funds can be applied. The guidance sets out a number of questions for developers, communities and local authorities to consider at each stage of the development process. It also highlights interesting case studies, including some south west examples: Wadebridge Renewable Energy Network as a community with a plan, and Good Energy’s local electricity discount scheme at Delabole wind farm.

Project duration: October 2014 to February 2017

Regen worked with Western Power Distribution (WPD), Wadebridge Renewable Energy Network (WREN) and Tempus Energy to trial a Sunshine Tariff in Wadebridge, Cornwall.

The trial looked to understand how different customers engage with a cheaper daytime tariff and how active they become in changing their consumption patterns in response to this price signal. The project aimed to resolve network capacity issues in the local area by incentivising customers to use electricity between 10am and 4pm in the summer months, which is often when solar generation is at its greatest.
